2024 Budget Information

The Roseville City Council approved the 2024 city budget and property tax levy at its December 4 meeting.

The 2024 city budget totals $69.6 million and pays for critical services including police and fire response; road repairs and winter snow plowing; and maintenance and improvements to the city’s 679 acres of parkland. 

Approximately 41% of the total 2024 budget, or $28.8 million, is funded by commercial and residential taxpayers through the property tax levy. The remaining $40.8 million of the total budget is funded through fees for service, state, and federal aid. 

Homes with the median home value of will see an increase of about $8 per month, or $96 annually.

As shown in the table, a median-valued home ($349,900) that has average household water usage will see an increase of $12.34 per month in 2024 for both property taxes and utility costs. This represents a 7.4% increase.

The primary contributing factors to the increased budget are a $5 million increase in contractual costs and other inflationary costs; $2.1 million for personnel costs; and $1.2 million in capital equipment and costs associated with providing and maintaining infrastructure.

The Property Tax Levy for City of Roseville Economic Development Authority (EDA) decreases in 2024.

Racial Equity Impact Summary

One of the budget organizational priorities identified by the City Manager and Department Heads centered around equity and inclusion. This budget, like past budgets, provides funding for a variety of equity initiatives including funding for translation services to better serve community members, support for the Juneteenth event, staff training on equity principles, demographic data resources, and funding for scholarship programs to participate in Roseville’s recreation programs.
