License Center Resumes Vehicle Tab, Title Processing

The U.S. Department of Homeland Security recently updated its Guidance on the Essential Critical Infrastructure Workforce to include Department of Motor Vehicle employees. The Minnesota Department of Vehicle Services (DVS) has determined this updated advisory includes deputy registrars and has allowed the Roseville License Center to resume processing tabs and titles.

The Roseville License Center is offering three ways for customers to process vehicle tabs and titles locally.

Before dropping off or mailing paperwork, please review this checklist:
  • Write your insurance information on the renewal notice for vehicle tabs
  • Have all forms filled out completely (e.g. duplicate title or duplicate plate application found at under the Forms/Documents/Manuals tab)
  • Include a contact name, address and telephone number on the envelope
  • If enclosing a check, make it out to the City of Roseville and write your telephone number and driver’s license number on the check.
  • If enclosing cash, please have exact change (for drop off options only)
  • Sorry credit cards are not accepted at this time
NOTE: The Roseville License Center reserves the right to not process tab renewals if information is missing or incorrect.

License Center staff will process renewals within 24 hours of receipt and mail them to your home address. Driver's License Renewals and Other Transactions

At this time, the Roseville License Center is unable to complete face-to-face transactions such as driver’s license renewals. For information or questions about what to do if your license has or is expiring during this time, please visit Department of Vehicle Services COVID-19 FAQ webpage.

REAL DLs/IDs Deadline Extended

The Department of Homeland Security (DHS) has extended the deadline to obtain a REAL ID, the federally mandated identification needed for passengers to board aircraft, one year to October 1, 2021 due to circumstances resulting from the COVID-19 pandemic. With the extension, travelers will not need a REAL ID, Enhanced Driver's License or ID or a passport book or passport card to board domestic flights or to enter federal facilities until October 1, 2021.

The Minnesota Department of Public Safety has additional information about REAL ID. For information about obtaining a passport book or passport card, visit the U.S. Department of State website. 

Once the License Center reopens, please expect longer wait times due an expected backlog of expired licence renewals and new driver’s license and identification card requirements for those choosing to obtain a REAL DL/ID.

Enhanced Driver's License and Identification Card

The Roseville License Center accepts applications for the enhanced version of the Minnesota driver’s license or identification card. Enhanced driver’s licenses and identification cards allow re-entry into the United States via land and sea from Canada, Mexico, Bermuda or the Caribbean.

Applicants should allow a minimum of 45 minutes to complete the enhanced driver’s license or identification card process. This process is only for enhanced driver’s license or identification card applications and not for standard or REAL ID/DL.
