In an ongoing effort to ensure that city proclamations are backed by concrete action and resource support, the City of Roseville wishes to highlight renewed efforts to bring awareness to human trafficking in the city, and beyond.
These approaches are championed by the Roseville Police Department and take a victim-centered approach to the enforcement of human trafficking. Roseville Police Sex Crimes Detective and the Roseville Police Community Action Team (CAT) continue to investigate cases involving human trafficking with the goal of providing an offramp for victims and to disrupt those who promote human trafficking and sex trafficking.
In 2018, the Roseville Police Department and Roseville Police Foundation co-created the Roseville Collaboration to End Human Trafficking. The collaboration includes the Roseville Visitors Association, Roseville Rotary, SourceMN, Grace Church, Roseville Police Department, and the Roseville Police Foundation. The collaboration is currently implementing a 3-pronged approach: Educate, Enforce, and Offramp.
Educate: After the State of Minnesota passed the Sex Trafficking Prevention Training bill (SF 3367 and HF 3287) task force leaders met with management of Roseville hotels for mandatory hotel training. Ongoing and refresher trainings aim to keep staff educated with current trends and any policy changes, and to ensure new employees have the opportunity to receive training.
Enforce: This component is limited to targeting those who promote human/sex trafficking or those who choose to purchase services from a promoter. It does NOT focus on punishment for those who are victims of human/sex trafficking.
Offramp: Perhaps the most important prong, the offramp component aims to move those being trafficked into programs that support their wellbeing and discourages re-entry into a life of abuse. Local non-profit and human trafficking victim resource, SourceMN, is included during investigative details, where they have the opportunity to immediately provide resources and support to victims, often in an adjoining hotel room or apartment unit.
