City Manager Presents 2025 Budget

Roseville City Manager Pat Trudgeon has presented the proposed 2025 budget to the City Council.

The approach to the 2025 budget is centered on three main strategies:

  • Provide a modern and sustainable infrastructure 
  • Investment to maintain city programs and workforce 
  • Strategic use of grant funding

The proposed 2025 budget totals $73,410,845 and represents a 4.66% increase from 2024 due to higher personnel and supply costs as well as increased capital equipment purchases.

Under this proposal, the total property tax levy would increase by $1,488,323, or 5.17%, over 2024.  

The median-valued Roseville home increased in value from $349,900 to $360,500 or an estimated 3.03% value increase over last year. Ramsey County, which oversees property tax assessments and collection, will release additional information on the tax implications later this fall.  

The Roseville City Council has approved a timeline establishing dates where they will publicly review and discuss key aspects of next year’s budget including the property tax levy and utility rates.

2025 Budget Meeting Dates:

9/16/2024 – Receive Budget recommendations from the Finance Commission 

9/23/2024 – Adopt Preliminary 2025 Budget, Tax Levy, and EDA Levy 

11/4/2024 – Review 2025 Proposed Utility Rates 

11/4/2024 – Review 2025 Fee Schedule 

11/25/2024 – Final Budget Hearing (Truth-in-Taxation Hearing) 

12/2/2024 – Adopt Final 2025 EDA Tax Levy
