Overview
In 2021, the City of Roseville completed Phase 1 of the Twin Lakes Trail. The new 10-foot bituminous trail runs over former Ramsey County Ditch 4 (RCD 4) from County Road C to Terrace Drive. The new trail was opened in October 2021.
In 2025, the City plans to construct Phase 2 of the Twin Lakes Trail, extending the trail from Terrace Drive into Oasis Park completing the trail improvements. Similar to Phase 1, the new bituminous trail will include lighting and landscaping.
The construction of the trail will be paid for by the City of Roseville with funds acquired from recent developments and other funds. As a result, there will be no cost or assessment to property owners. At the October 23, 2023 City Council meeting, the council authorized the project to bid. The construction of the proposed pathway will begin during the summer of 2025 as staff works to secure necessary public easements for the trail and should be open for public use by late 2025.

Past Meetings
A neighborhood meeting was held virtually on December 17, 2020. A second neighborhood meeting was held virtually on December 21, 2020. Meeting presentations are available on the right side of this page.
A third neighborhood meeting was held on June 3, 2021, at Oasis Park. The meeting discussed the proposed project for Phase 2 of the Twin Lakes Trail, including review of the updated feasibility report.
At the July 12, 2021 City Council Meeting, the Council approved moving forward with Phase 2 final plans to make the connection from Terrace Drive into Oasis Park. Construction on Phase 2 is anticipated to begin in the summer of 2025.
