Hamline Avenue Project

County Road C to Snelling Avenue (2026)

Overview

The City of Roseville, in partnership with Ramsey County and the City of Arden Hills, has combined several construction efforts into one project to make design and construction more efficient, and to limit impacts during construction. The elements of the 2026 Hamline Avenue Project are:

  • New pathway on west side of road from County Road C to Josephine Road. 
  • New pathway on east side of road from Josephine Road to Snelling Avenue in Arden Hills.
  • Resurfacing of the roadway from County Road C to Snelling Avenue (TH 51) in Arden Hills.
  • New watermain from Josephine Road to Glenhill Road.

Doing the pathways at the same time as the road allows us to narrow the road pavement and lessen the impacts of a new path to trees, yards, and driveways. Doing the watermain at the same time as the road and path projects reduces the amount of time the road may be closed and eliminates the need to pave the road twice. At this time, no permanent easements are anticipated for this work; however, temporary easements may be needed to allow for grading of yards, etc. Schedule information can be found at the bottom of this page.

In addition to the 2026 work, in 2025 Ramsey County will complete a stormwater improvement project on Hamline at Clarmar Lane. The construction timeline and communications about impacts to the traveling public will be available on Ramsey County’s project webpage. Although the 2026 projects will coordinate with the 2025 project, the scope of the projects made sense for the drainage project to take place first. 

Public Engagement

The first Neighborhood Meeting was held May 1, 2025. Another meeting will be held in the fall when more design details are known. In the meantime, please contact staff with any comments or questions. Empty heading

Funding

The project costs will be funded with a combination of funds from all three agencies – City of Roseville, City of Arden Hills, and Ramsey County. Arden Hills and Roseville’s Municipal State Aid funds (gas tax) and County funds will be used to fund construction of the pathways. Ramsey County will pay for the resurfacing of the roadway and their portion of pathway costs with Wheelage Tax and Regional Sales Tax funds. Watermain improvements will be paid with Arden Hills and Roseville utility funds (utility fees). There will be no assessments to property owners for these improvements.

Council Actions are denoted with CC.  Public Works, Environment and Transportation Commission items are denoted as PWET.  CC and PWET meetings are open to the public and are also available for viewing on the Roseville website or Channel 16 for cable subscribers.
