Roseville’s Homeless Outreach Coordinator Cari McCollor, along with other members of the Community Action Team, reaches out to individuals sleeping outdoors or panhandling on busy roads.

“Homelessness is not a crime. We’re here to help people find stable living situations.” – Cari McCollor

Cari’s work often starts with helping people find food and temporary shelter. Cari helps them get identification cards, birth certificates, and other documents needed to get into shelters, support programs, and more permanent housing programs. 

“Cari excels at getting people into a better position to be eligible for many of the programs that currently exist,” Sergeant 
Sean Johnson says.  She helps people to refill their prescriptions, reconnect with family, secure clothing, get bus passes, and a list of other tasks that support a more positive path forward.”

Ramsey County works with a variety of local agencies to provide resources for people who are experiencing homelessness, at risk of becoming homeless or need emergency assistance to stay in their homes.

Housing Stabilization Services

People Incorporated’s Supportive Housing with Services offers intensive mental health and independent living support in residential settings, aiming to enable clients, including underserved groups like the deaf/hard of hearing communities, to live independently in the community while managing their mental illness.

Homelessness Prevention and Utilities Assistance

HouseCalls Program

The HouseCalls program provides direct financial assistance and support to prevent families in Ramsey County from becoming homeless due to safety and sanitation concerns. A collaboration between the Saint Paul - Ramsey County Public Health Department and Minnesota Community Care.

HouseCalls services include financial assistance for:

  • Utility disconnection
  • Eviction assistance due to non-payment of rent
  • Sanitation condemnation

Ramsey County Emergency Assistance

The Housing Support program pays for room and board for seniors and adults with disabilities who have low incomes. The program aims to reduce and prevent people from living in institutions or becoming homeless. 

Over 20,000 Minnesotans receive Housing Support assistance each month to help pay for rent and food. About 27% of program recipients also receive Housing Support supplemental service funding to provide other services, including but not limited to: medication reminders, assistance with transportation, arranging for meetings and appointments, and arranging for medical and social services.

Neighborhood House has been and continues to be a welcoming presence for thousands of refugees, immigrants and others in transition or crisis. Our organization has become a full-service hub for those seeking assistance with basic needs, from food to housing, as well as helping create future opportunities through family coaching and education programming.
