[ARCHIVED] City Adopts Energy Action Plan

The City of Roseville’s commitment to sustainability and environmental stewardship took another step forward with the City Council’s recent adoption of the Roseville Energy Action Plan on Monday, June 21.

The plan features several strategies to achieve energy use milestones by 2031.

The Energy Action Plan is the beginning of several strategic sustainability efforts by the City of Roseville. It was produced by the city with assistance from the Center for Energy and Environment (CEE) as part of Roseville’s participation in Xcel Energy’s Partners in Energy (PiE) Program.

The nine-month process to develop the Energy Action Plan began in September of 2020 and featured a series of workshops conducted by a team of community volunteers as well as presentations made to the city’s Public Works, Environment and Transportation Commission. The workshops focused on characterizing the energy usage of the Roseville community, identifying energy-related goals, and developing engagement strategies to meet local energy priorities.

The goal of the Energy Action Plan is to both reduce the amount of energy used by the community and transition the energy that is used toward cleaner alternatives. Accomplishing each of Roseville’s focus area goals outlined in the plan will avoid a projected 48,000 metric tons of carbon dioxide emissions from consumption of electricity and natural gas -- a 12 percent reduction from current emission levels.

To achieve these targets the plan identifies four focus areas to prioritize strategies and resources:

  • Energy Burden: Improve awareness of and access to existing programs that improve the efficiency of income-eligible homes
  • Residential Energy Efficiency: Focus on increasing participation in the most effective energy efficiency programs available
  • Commercial/Industrial Energy Efficiency: Improve awareness of and participation in highly effective efficiency programs by commercial/industrial users, including medium and small businesses
  • Renewables: Provide education and motivation to participate in subscription or on-site renewable energy programs

Specific engagement strategies outlined in the plan to help the city achieve desired results in focus areas include:

  • Engaging 120 severely energy burdened households annually to assist residents
  • Engaging 1,400 residents annually with home energy efficiency information
  • Engaging 100 small and medium-sized businesses annually through utility programs to save money on energy bills
  • Engaging 100 residents and five businesses annually to encourage renewable energy subscriptions

Roseville’s Energy Action Plan implementation period is expected to begin in July 2021 and continue through December 2022.
