In May 2017, the City of Roseville unveiled Accela, a new online permitting and inspections system. After just one year, approximately 46% of all permits and 56% of fees are now being transacted online.
After setting up a free user account, residents and contractors can apply for permits, estimate fees, request inspections and pay fees entirely online, and do so 24 hours a day, 7 days a week. The new system is saving time for city staff, homeowners, businesses and contractors.
Contractors and homeowners have many advantages when using Accela. They can monitor the progress of projects as they are reviewed and approved by city departments. Users can receive email notification of important events like when a permit is issued or when a final inspection is completed. The system also brings historical permits from outdated systems into one centralized location, enabling the public to search the permit history on any property going back to the mid-1990s.
In 2016, Roseville issued 5,000 building permits, and in 2017, the city issued 4,000 permits. This year has started strong, with the city seeing a 10 percent increase (over the five-year average) in permits issued. The city is receiving 10 to 15 applications a day, so staff appreciate the efficiencies that the Accela online permit program brings.
