The Minnesota Department of Labor and Industry provides a consumer guide for anyone planning such a project. It describes rules for licensing and performance of contractors, recommends steps to help ensure a satisfactory job and explains the recourse consumers have when results are less than satisfactory.

Roseville’s Permits and Inspections Division works with residents to issue appropriate permits and verifying the licensure status of contractors. Staff inspects the work to ensure that building projects are done properly.
The city cannot make recommendations on builders or contractors. Homeowners are encouraged to check references and speak with the Center for Energy and Environment (CEE). CEE provides free, comprehensive housing services to homeowners, including:
- Providing information and assistance in applying for home loan financing, including low interest loans
- Identifying home improvement and repair projects, and provide advice on construction, building codes and permits
- Conducting site visits and written scope of work
- Reviewing contractor bids, proposals and estimates
- Providing low-interest financing for qualified home improvement projects
